Semi-Manual?
Is there a way to make the 700R4 so that when 1st, 2nd or 3rd is selected the transmission will use that gear and ONLY that gear (no downshifts!), but when put into D it functions as normal?

Well, a manual vavle body would allow the first part, but not the normal shifting in D, I don't think.
When I got my tranny rebuilt, somehow the guy did exactly what you're talking about, not sure what he did though, the car shifts real early in D, but I figure that's do to my governor.

The Transgo reprogramming kit has a series of optional steps you go through if you want "stick shift" operation.
