Stick a racket on the bolt for the tensioner(between the intake and the alternator, the back side of the belt runs on it), move it, slip the belt off. Run the new belt in the same manner as the old one(there's a diagram on the radiator housing). Done. Takes less than five minutes.

Belt dressing is intended for V-belts that have been glazed and slipping. Assuming your car has a serpentine belt, you'll want to clean all that crap off your pulleys or you'll just foul the new belt. Carb cleaner would do the trick!
Serp belts usually don't go bad, and they shouldn't glaze. If the belt is slipping, chances are you've got an accessory problem that is causing the pulley to drag. Usual causes are failed water pump bearings, and the rear bearing in the alternator. It's also not uncommon for the belt tensioner to take a dump.
If you've got V-belts, just replace the belts with new ones and make sure all the accessories are pulled tight and they turn freely and smoothly.
