Ok, I just got done swapping an 85 700r4 into my 89 firebird(the old 700 was in **** shape), the trans sat for about 2 years, so I gave it a fluid and filter change, it is supposebly only 3k off of a rebuild, anyways, now it is like it's stuck in WOT mode, it always revs up really high before it shifts, and then shifts really hard, is this a case of stuck tv valve? What's the best way to fix it if so.?

You adjusted the TV cable correctly? If you did, I'd think yeah, a stuck TV valve. If you drop the pan (I know, it sucks), the TV valve is on the passenger side, right below where the TV cable enters. Remember the linkage between the TV cable and trans? That activates a lever; the lever's held in with two 10mm bolts to the valvebody. Remove the lever and unhook the linkage. The TV sleeve and valve is held into the valvebody with a "rollpin". The rollpin is to the front side of the TV sleeve. It locks the sleeve into the valvebody- the sleeve has a groove in the side that the rollpin catches.
Anyway, remove the rollpin with needlenose pliers. You should be able to yank the TV sleeve (and plunger) out of the valvebody. When you've got it in your hand, see if the plunger slides easily in and out of the TV sleeve. If it catches, remove any burrs... then clean ALL metal filings off the TV sleeve. Wash the sleeve & plunger down with a spray brake cleaner, then re-install it. Tap the rollpin back in (only one end fits into the valvebody) with a hammer until it seats; IIRC only 1/8 inch of the rollpin sticks out of the valvebody- at that point the pin's bottommed out.
OH- Hey, wait! I seem to remember a "sticking governor" causing a problem. Visit the trans message board, and search for "governor"; you should find how to clean it. The governor controls shift points. You don't have to drop the pan, either (it's in the tailshaft), so you might want to check this out first. I find it hard to believe the TV valve would've gotten gunked up; when the trans sat, the TV valve would've been sitting in the trans fluid. The governor might've been "high & dry".

The Governor is easy to attack.
It's the large hat shaped item in the rear of the tranny, driver side.
Tom is right (as usual) on the valve body item.
I did that to my S-10 Blazer tranny and it worked!
BUT, the governor, go to your old tranny.
Remove that/those items. Examine them, cause they are easy to get to.
Then, go to work on your other tranny.
BUT, don't be surprised if it doesn't work.
IT could be your cable not adjusted correctly.
BUT, you have some simple (dirty) options to work with, before you say I give up.
The governor twists out like a distributor.
But, since you do have that spare tranny, use that one as a guide.
