No Spark help

84 cam 2.8l 2 bbl
Car stalled on me and appears to have no spark. This is what I've done and tested.

- no power to spark plugs.
-changed ignition coil cap and rotor. Rotor spins.
- test light shows constant voltage going to the positive and negative sides of the coil pack. Even when the engine is turned. Engine is getting fuel. Yiu can smell it dumping into the carb.

My thoughts are the coil pack is not grounding. Getting power but not grounding while the keys turned thus not sparking.

Icm? Or new dizzy?

Thanks in advance
