What's harder to diagnose is how you got a V6 in a Z28

Let's get the basics first, does the car have spark? Was timing messed with any?

air, fuel, fire. You're missing one (or more).

Air: Assuming your intake isn't completely stuffed with a mouse house, you have air.

Fuel: When you turn the key listen for the fuel pump, look down the carb and see if fuel is spraying when you work the throttle.

Fire: option 1 - connect a light to one of the posts on your distributor(hot wire to the post, ground to the closest ground). If it lights up while you're cranking you have spark.

option 2 - pull spark plug #1 and leave connected to it's wire, have a gullible friend hold onto it while your crank. If they jump and say some choice words, then you have spark.
