How to get this look for DIY Paint job

Im currently sanding down my rims for a paint job and have been debating between a DIY or a body shop. I want to do black chrome (picture below) but i'm not sure how to do it.. I understand how to paint, just not how to get the look i want.

For black chrome you probably want to use a translucent black painted over chrome or polished aluminum. It seems like it would be tough for the paint to stick to either surface, so I would do some testing first.
