Looking for new front tires and was wondering what's best. Probably going to have to buy super cheap tires until I get paid then I will buy whatever's best. If anyone has recommendations on cheap tires that would be great too. I've also heard some people recommend moving to a 17inch rim since they're easier to find?

If I stay with 16s, I'll probably end up with Generals to replace my Michelins.

If your budget is that tight for tires, I don't think the jump to 17s is going to help, especially with the cost of rims thrown in.
