I have a set of 15 inch Iroc rims and a set of 16 inch that are on my car. I want to put the 15 inch on my car in order to have the 16's refinished. Is the bolt pattern the same for both sets of rims?

The bolt pattern will be the same, but the 15" rims may not fit over the disc brake calipers on the front. Additionally, the small rims may interfere with some suspension components; you'll need to check for clearance.

I doubt the 15's will have problems clearing the front brakes as they were available for the car stock. Just put them on and see.
