Here’s  a diagram for a 91 camaro. 
Source comes from Passenger rear of manifold. At the metal fitting. It T’s off at the vacuum ball reservoir.

This should be a pretty straight forward diagnosis. Circuit is pretty simple. Follow the flow chart. It’s either a bad sensor, short to ground, or faulty ecm. Hope this helps

On my 91 TPI, the port labeled "AIR" is open to the atmosphere. It has a dust cap on it that allows air to enter during purge but keep water and such from getting in.
