The Gen 7+ does TCC and a bunch of other stuff that I don't believe the 950 can do, but you'd have to work hard to find one for ~1300.
Are you geared more toward street driving or just racing -- or do you want to be able to drive your car to the track, race it, then drive home? Will you ever be using Nitrous or getting into a blown application? Do you want to run in Batch or Sequential Injection? Are you going to tune it yourself, or pay someone to get it running for you?
Both the Holley and DFI are good systems. You need to decide which one suits you better.
Shameless Plug --> Check out the 96 TT Impala in this month's Hot Rod for some of the potential of the DFI system.

When are we going to be able to datalog without the laptop hooked up? I read that article when will all of that stuff be available to us non employees?
Will that just be a new *flash* or a different unit? There will be a version 4.0 upgrade to the ECM announced within a few weeks. It includes a firmware update, and a new version of the tuning software. Here's some of what is added:
GM LS1/LS6 compatability -- Specific kit that plugs in to stock cam/crank/coil connections (available now).
Network tuning -- connect to an ECM over the internet for calibration purposes.
New Dataloging -- NOT standalone yet, but easier to work with.
Nitrous Controller -- Many changes, new stage 3 controls, shutdown timers, High resolution retard maps, and more.
Wideband O2 sensors -- can use anyone's sensor package that can be programmed to have a linear output 0-5 volts == 10-20 A:F ratios.
Alarm input that can generate an error code and optionally shut down the engine after a period of time from when the input is activated.
Launch Mode, designed specifically for launching a drag car. Alternate Spark and A:F maps, integrated boost builder, and delay/shutdown timers.
Power Enrichment Mode -- Switch to alternate A:F map above a threshold set via %TPS vs. RPM.
HEGO A:F Mode -- Better closed loop control over a:f ratios other than 14.7:1 with a HEGO sensor.
There's more, but it's too much to list here.
