How to fix paint sags?

How to fix paint sags?

I have had some of my car painted and have lost confidence in the job that was being done and have decided to finish it myself. The passenger door has alot of sags and in certain lights I can see through the paint and obviously it needs repainting. Can I remove the sags and give the topcoat a light sand and spray a couple more coats on it or do I need to take it back to the primer and start again. The edges and inside are ok so I don't really want to redo the whole door, just fix the sags and the transperancy in places.
On the rear quarter there are slight sags, whats the best way to remove these without having to respray and trying to blend into the rest of the body?
The sags are not the only reason I have decided to finish the job myself, its a long story and I know how to fix the other problems.

i suggest a wet sand, very light primer, wet sand, then paint.
