Is this a common problem on these style front bumpers?

Is this a common problem on these style front bumpers?

The top vents are sagging pretty bad. I was thinking of temporarily wedging something in the vents to bring it back to shape but I guess eventually it will sag again. Any suggestions besides buying a new bumper?

I have one that is doing that too. There are metal support strips on the top of the openings and they may have came loose causing the plastic to sag.
