Are these brackets factory

Any idea what these brackets on the rear frames rails beside the tailpipes are? Are they factory? I am just curious if they serve a purpose becuase they are a royal pain in the butt as they are in the way of the tailpipes. I just finished tracing down a noise to one of the pipes that has been vibrating on one of these brackets only around corners.

Ok, cool, thanks guys. Off they come tonight then so i can adjust the exhaust properly and put the stainless tips back on.
