Car: 1970 Formula
Engine: 400 .030 over
Transmission: M21
Hesitation on a quadra jet
when i floor it it will hesitate shifting from 1st to second and sometimes it dies. I already replaced the fuel filter and it still does it. Why? and how can i fix it?

Not sure what you mean by "hesitate". Do you mean it no longer pulls, like it's out of gas? What RPM are you at when this happens? Is it consistent, or will it lay down at different speeds, RPMs?
If it's what I'm thinking you mean, could be a couple of things. Well, maybe 3. In no particular order: 1) Fuel starvation. You already replaced the fuel filter, good. But, you may not be getting sufficient fuel pressure. You have the unique pleasure of having two fuel pumps, one in the fuel tank and one on the engine. If either one is weak, it'll starve the engine under high load. Another possibility is the pick-up screen is clogged. 2) Ignition. Factory coils & control modules are known to go bad. Do you have a fresh tune-up on the engine? 3) Valve springs. They will float at fairly low RPMs. Mine would float at 5200 RPMs when it was stock. It pulls to 6300 without skipping a beat now.

on the rpm's im not sure my car does not have a tach. but it starts to stall around the same place(probably around 4700rpm's)then it will not start to climb again unless I let off the gas and not bring it up as fast. it is not consistant(as sometimes it will stall sometimes it wont) I recently noticed that im starting to get black smoke whenever I floor it. I will check the fuel pumps, the mechanical pump is almost new and i didnt know that i had two. If you have any other thoughts please let me know because its really a pain.

Does the black smoke continue when the power loss occurs? If so, that's not fuel starvation.
If the smoke does continue, try removing the air cleaner and repeating the conditions. Don't drive it long that way, be sure to plug the vacuum port for the hose that goes to the air cleaner. If you have an open element cleaner that you can put on, that would be a good idea.
