Is fuel gauge supposed to state tank level after ignition is turned off?

Car: 87 Black Formula
Engine: Rollercammed Lg4
Transmission: 700R4
Axle/Gears: 3.23 10 Bolt Locker
Is fuel gauge supposed to state tank level after ignition is turned off?
I have a victim of attempted car theft, and I have a multitude of problems after te workshop "repaired" the electrics so it atleast start and can be driven.
One is, my gas gauge is constantly measuring gas lavel, no matter if keys are in ignition or not. Was it like this to begin with?
My other issues, though maybe urelated to this is;
1. Speedomter moves when stabbing the throttle in park and revving the engine.
2. In tank fuel pump seems to not deliver fuel. This I havent tested yet as I dont have a pressure gauge. But car struggles alot when at high revs. Has new mechanical pump, carb overhauled 2 years ago.
Anyhow, the gas gauge, is it supposed to do this, or is it supposed to go off when one turn off ignition?
