Transmission: 700R4, 4-speed

I need to know more about this carb
I got this carb from a guy when I bought some cast iron intakes, but I don't know much about it and I'm pretty sure its causing my 350 to run pretty badly. when I took it into the parts store they couldn't tell me anything about it. the only markings on it say "rochester 2 jet" and I believe its a 2G carb of some sort because it resembles one. if that's true it should have an aluminum tag on it with ID numbers, but of course it doesn't. getting a rebuild kit has proven next to impossible. and I'm pretty sure it needs a rebuild.
the thing that really throws me off is that there's an aluminum piece on the passenger side of the throttle shaft with what appears to be a vacuum diaphram inside it. I would take it off but it has a spring that keeps the butterflies riding with the throttle shaft. looks like some sort of cruise control almost. I'll get pictures of it after a little bit.
what's it doing to my 350? it makes the motor run at about 3000RPM and cut out when put under load, so I can't even drive.
the questions: what is this thing? why is it making my 350 run like crap? can I fix it or should I worry more about getting a better carb anyway?

on the passenger side of the carb there are some numbers but I can't get any meaning out of them. in one of the pictures you can see it.

That type of carb was never used on third gen f-bodies. No one in their right mind would put one on a 3rd gen.
