You might try "The Carburetor Shop" in Ontario, California (not Canada). 909-481-5816.
Yes, you can adjust them without the tools fairly close but you have to be familiar which what "sane" adjustments look like for the rich stop, lean stop, IAB, TPS, etc.
he usual stuff that gets out of adjustment is:
1. IAB. Everyone fools with it. Usually for the worse. Also, many people have drilled out the idle mixture screw anti-tamper caps and messed with them as well, making this adjustment all the more difficult since they both affect idle mixture.
2. Lean stop. You have to unscrew it to get the float out and many people don't get it adjsuted correctly upon reassembly. They jsut screw it down until it bottoms. Not good. And the various little springs related to the M/C solenoid and primary metering rods often don't get back where they belong.
3. TPS. Not that most people can even figure out where the adjustment IS, but they often leave out the short "pushrod" that goes between the accelerator pump arm and the plunger on the TPS. it'll never give an accurate reading with this piece missing or "wedged" at a funny angle.

NAPA has them if you can get somebody to look them up for you. I recently bought a set at our local store, but I had to order them. Got them the next day.
