passenger fan stopped working

Car: 2012 Ram express
Engine: 5.7 hemi
Transmission: auto
Axle/Gears: 3.55
passenger fan stopped working
Ive searched and did a few test on my passenger fan if i run 12 volts directly to the fan it comes on and runs fine. Before my car would get to about 200 and the passenger fan would come on. my car has a jet aftermarket fan switch maybe 2 years old all the wiring is good. The fuse is fine for the fans, also when the engine got to around 220 i disconnected the connector going to that fan and put my voltmeter on it it read 4.00 volts whats keeping it from getting the full 12 and working?

theres four prongs on the connecter 3 of them have 12 volts and the other has 12 volts when i ground it. Next i cut the fan switch wire and grounded it and the fan comes on and you can hear the relay click when the fan comes on. What seems to be the problem the fan switch is maybe 2 years old
