weird cooling problems!!!

Ok So My 92 camero 305 tbi started over heating so I started with the most commin stuff. The termastat (180 degree) gave it a good Flush(super coolant and a 60/40 more water) new emergancy release cap. Then moved on; found a small leak in the radaitor so I replaced that but was still overheating in traffic. So I put a larger aftermarket electric fan in. I have it set up as a puller fan and Wired it into the exsiting wiring. fan seemed to be moving good air but still having problems in slow traffic. I then continued to replace the temp sensor and the sender on passenger side. Now The gage says I'm over heating the fans doesn't seem to be coming on. But when It says I'm over heating I have no boiling and the hood stiill feels cool? Could the gage be wrong? Didn't want to keep driving when its says i'm supper hot to test my theory; Is there a way to test it the gage with a voltage meter?
