primary coolant fan problem

primary coolant fan problem
I have a 1988 Iroc 5.7L with dual cooling fans.The problem is both fans turn on at the same time.The primary fan never goes on by itself when the temp hits 223 degrees like the factory manual says.Both fans come on when the temp hits the level that activates the secondary fan coolant switch.I have replaced the relay and the primary fan still does not come on by itself.Any suggestions.Thanks.

if your primary fan runs, there aren't wiring or relay problems.
the problem must be a bad ECM or the wiring from the ECM to the primary fan relay.
i've got a 88 350 tpi too and i confirm that the secondary fan swithes on the primary fan too (if it isn't alredy on).. tried myself grounding the secondary fan relay.
