[ECM] Radiator Fan Question - Temperature

[ECM] Radiator Fan Question - Temperature

I´ve a question about the temperature, fans and the ECM. As far as i know, all the cooling system of the car is composed by the Thermostat, the Radiator fan switch and the Fan itself with his Radiator Fan Relay. In order to changing thermostat you´ll take less or more temp before the fan starts to operate... but... Is any of these on the ECM Electronically controlled?
I mean, is the ECM the main guilty of telling the Relay to start operating? I´m starting to think that the problem i have (Relay rebooting constantly, with the fan ON-OFF all the time, not cooling the car right) is located at the ECM.
Yesterday i almost get a serious overheating because the relay won´t want to start the fan correctly... if i don´t have the AC Fan Relay (Backup fan) bridged to start operating in order to put on the AC control i could blew the car...
My setup is:
- Trans AM GTA 1989 - 350TPI - 700R4
- Stock Radiator Fan Switch
- 180F Thermostat
- Stock Radiator Fan Relay (I tried with three at the moment... in order to see if it was the guilty of the rebooting)
- Dual fan setup (1 - Radiator Fan / 2 - AC Fan) bridged in order to manually start operating the AC Fan with the controls.
I don´t have this problem before, its like this over 2 months... but when it reach the limit temp (215-220F) the relay shuts up and the Radiator starts working.
Any Idea?
