4040's on homemade prom burner?



Okay there's the prom burner I built. But the 7805 was only putting out like 3.? volts when it was completed and it got so hot that it quit working so I soldered another in and began looking for the problem.
it seems to stem from the 4040 counter IC's
when I connect the +5 and ground to either of them the voltage drops back to 3somthing and the 7805 starts getting very hot (that's with nothing else connected to the the other 14 pins of the 4040) is this right?
I always thought that the #1 pin was to the left of the little circle on IC's but these 4040's have that little circle on one end and a half circle on the other. Could that be the #1 pin?(could I have wired these in backwards? thanks so much for any help.
