Question on tuning

I know this isn't the best place to post about this but I know I will get help from you guys if at all possible.

I race a 1996 cavalier on a dirt track and the computer blew. I replaced the computer but need to disable the Passlock system.

I know you can disable the VATS in our cars by modifying the PROM so it there a way that I can do it with this cavalier?

I know that it is an OBDII car. So what cables do I need to start playing with tuning this car?

That is an odd year. A 95 can be tuned with Tunercat. A 97 can be tuned with HP Tuners, but I haven't seen anything for a 96. This may be a good time to swap ecm's and not only get rid of the vats, but add some power.
