cannot activate brights?

Engine: 305
Transmission: auto
Axle/Gears: unknown
cannot activate brights?

the turn signal lever will not even engage the brights, and if by some chance they did turn on its almost impossible to turn them off. I push the lever back and forth and it wont click on and off. Is this a wiring issue or an issue with the lever itself?

My guess is that the high beam switch is either bad or requires adjustment.
