Faulty temp gauge

Here are a few pictures of what my temperature gauge usually does. It NEVER reads accurate. Ive replaced the temp sensor on the block and on the water neck and had no results. It jumps on start up with all the other gauges and what not but it stays stuck close to the top or sometimes just flat lines. Any ideas?

Also the needle does not gradually increase it just jumps to the top
