Yup, definitely for a relay.
I could be wrong but I don't think anything on these cars used that style of relay. AFAIK it didn't exist back then. The sealed relays in these cars were the oval type like you can see down next to the evap box in your pic. Somebody probably swapped it in for something else, like the blower motor or radiator fan or some such.
Might be worthwhile to trace the wires back and see where they go. If they're spliced to something, tell us what size & color those wires are, maybe we can identify it that way.
