unfortunately, since a part like this is not typically made as a reproductions, NOS GM is probably going to be the only way to grabs something like this new. OE parts = big money. but you could probably find something used at a junkyard for a couple bucks

also what is the plastic piece surround the bottom retracted of the seat belt and are they supposed to be attached to the floor/door or are they ok to be loose i can move the piece up and down the entire lap portion of the seat belt

that's pretty much just a beauty cover; it does help keep the belt receiver next to the seat (instead of on the floor), but it is not there for structural purposes. They usually can be slid up and down and will not cause any harm like that.

The plastic piece that covers the re tractor on the floor has a small rivet on the side,that holds it in place.And as far as the seat belt guide,get in touch with HOUSE OF CAMARO,they handle a lot of that interior stuff,and their reasonable.
