Question about a non functioning turbo , non-thirdgen.

My friend's sister has a nissan 300zx twin turbo. She took it to a mechanic to have some work done and he said the turbo isn' t functioning. My friend drove the car and said when he hits the throttle the boost guage starts to go up to like one or two psi and then just drops to zero. What can cause a turbo to not make any boost. My guess would be the waste gate being stuck open, or the blow off valve. I don't know a whole lot about turbos but i learn pretty fast so if someone could give me some ideas, i can go and research, if it is needed and maybe help a dansel in distress. Thanks in advance.

This is a 300ZX specific Forum

The 300ZX is a finicky car and with the Balance tube, it is highly possible for what you are saying to be true. The system has safety boost solenoids to keep the engine safe if there is a problem. So if there is excessive knock or a problem detected from the ECU it will limit the system to 6psi of boost. 6 Psi from one small turbo would quickly be devoured by the 3.0 liters of displacement of the engine.
