I havnt had one for a couple year now and never have been stopped.
But I dont think a petition is going to change the law.

No........that's what petitions do........change the law, provided
that enough signatures are gathered to place it on a ballot or referendum.

It won't be changed anytime soon. I've got a friend whose father is a Tx State Senator, and he's said that it's been informally discussed, but most feel it's too important for identification and for revenue as far as a flat surface for lasers to hit. They really don't care about the fact that many cars don't have a true mouting area. His quote: "It's the law, they should follow it."

Texas repealed the helmet law, so we know that laws can be changed.
On top of that, a net peition brought back Family Guy, so hey, there's no shame in trying.

You should be ok. I don't think the law applies to a vehicle that didn't come with the provisions. However, I know most vehicles come with a kit, just incase you live in a state that requires a front plate. Every vehicle I have bought (15) has either come with one, or had the kit that comes with the vehicle.
