90 TBI failed evap test and close on a couple snif tests help

readings were max on the evap test of .46 this car did .64 ....HC 15mph max 148 car tested 131 ...... CO% 25mph max .82 tested .82 ... This .82 CO% is a issue on a retest obviously however electric cooling fan didnt come on so I'm wondering if the boiling over conditions led to these odd numbers because it passed at lower speeds on other things easily .... any advice on the evap test? by charcoal canister I put a new efi hose so Im wondering if it just wasn't being crimped enough since it wasn't like the original softer hose. This hose had a blue inner lining and much harder then the old hose. By my test results does it appear to be a small leak or qwhat?Help ... car is way above averages on everything but below max's, in good tune maybe needs a cat I'm not sure.
I looked back by the tank and only line I saw that could be a problem is about a 5/16's metal line it's rubber hose spins fairly easy and has no clamps could this be the line losing pressure? Or am I looking for a bigger leak? I've never seen any leakage from the fuel tank. Or could it be the fuel tak sending units O-ring .... Gotta love this new test!!!!

Well, I had a brand new catalytic converter put on the car yesterday so I will be smogging the car tomorrow and post sniffer test results from a old cat to a new cat. Als going to install new fuel lines and silicone arond my filler neck seam and probably around the sending unit O-ring. This new evap test is a absolute joke in all senses possible. Whats next a check to see if your battery is emitting excessive gases, Smogging in california has just got to far out of hand.

not sure how to do so. I hit enter to shift fields but it always prints out like this. But new cat converter cleaned the car up with ease wasn't even close on failing on anything and was below all averages. Smog guy even listed it as a 5.7 liter with a carburator.
... Basically every measured thing was cut in half with ease. wheres before it was getting up well beyond averages and almost failed on one thing which it met maximum allowable measurements.

Also forgot to add what my evap problem was. I had a vent line back by the tank that was loose but the ultimate problem was this white round looking valve that had a line comining from the sending unit was stuck open and allowing venting. You'll see it mounted right by the brake lines on the drivers side rear frame rail ...... If yours has this and your unsure it working right just plug the line. Beats failing this evap test.
