Are advertised CFM ratings accurate?

I was wondering if the tbi cfm ratings from gm and holley are accurate? I suspect it is more theoretical than actual due to the injector pods. Even more so with the newer injection retention device versus the older streamlined , yet insufecient black plastic tbi "injector caps".

I didn't even know GM rated the tbi flow #'s publically, but I do know holley flows their 670 with the injector pod in place with air and fuel both.
