TBI fuel pressure too high?

TBI fuel pressure too high?

I just finished building a motor for my 89 RS. Its an 88 TPI 305 out of an Iroc. It didn't have the Intake or TPI system so I took the intake and TBI off my 89 LO3 and put it on the TPI engine. I got the Intake and heads gasket matched had some work done on the heads by a local machine shop. Punched the block 30 over and had the heads decked 15 over. Crane roller rockers, hypereutectic pistons, and a stage 2 PROM from JET with the 160 degree thermostat. After getting the motor together in the car I naturally tried to start it for the first time and she won't start. She cranks great and tries to fire but i noticed that my Injectors were shooting waaaay too much fuel. It was splashing all over the engine compartment and after about 10 seconds of cranking it looked like their was a small fog hanging over my engine. Upon closer inspection I found that there was approximately 1/4 inch of gas sitting in the throttle body. Since then I have put a diaphram in the fuel reg and changed all gaskets and o-rings while I was at it. Throttle body is very clean and free of defects. I have never changed the fuel pressure. Is it possible that my fuel pressure has increased itself or do I have an electrical problem? I can't see how both injectors would screw up the same way at the same time. Is that even possible? I'm kinda stuck untill I can figure this out. Thanx
