Vacume lines

My engine has all kinds of vacume lines that ither have bolts screws or tape covering them. I am not a machanic, but this doesn't seem right to me. Could this cause my car to have trouble starting? Just for ****s and giggles would it it hurt anything if I removes the screws and bolts and tap and tried starting it?

It would cause a problen if there is any vacuum leak. I have a few screws plugging up some vacuum lines untill I can get the rest of the air system off the car. I wouldn't recomend removing it all at once.
