Idle too low with AC on...

Idle too low with AC on...
What is supposed to idle it up when I turn on the AC? It has a CC carb. Is the computer responsible for this or is it some vacuum device?

I found a vacuum canister that someone had thrown in the cargo area. It fits on the driver's side of the carb. Is this what does it and if so, how is it supposed to be hooked up? It has two vacuum fittings on it. Sitting in line at the bank with my foot on the gas is no fun! Any help would be greatly appreciated!!! It's already getting hot here in MS.
