how do you remove surface rust from inside fuel tank???

I have a fuel tank that has rust in the tank not bad. but enough to concern me. Mostly surface rust from where it has sat for a while with fuel in it. How can I get this stuff out. ? a good wire brush ?? Any chemicals I can use? What about muradic acid diulited down? Any help would be great. All of the tanks around in the salvage yard look similar.

works great on bike tanks. i suppose you could use it on cart tanks as well.
