Starting problems . HELPPP

I have an 89 Formula 350 TPI

car has new cap, rotor, ignition module. plugs and wires not that old at all. also have new fuel filter.

when I wake up in morning to start car, it starts strong, immediate and quick. if i were to shut the car off 4 seconds after it idles (example), and then try to restart, it wont start. it just cranks. I have to let car sit for a while to have it restart. Whether car is hot or cold, wont start. I hear the fuel pump engage when the car starts and also when car does not start.

I tested spark between coil and cap as well as between cap and plugs. The first start after a long sit will always start the car. Need any assistance that anyone can offer.

Pull the plugs out when this happens? Are they wet with fuel?
