LO3 bogging help?

The car is a 1989 Caprice 305 TBI. I have code 32 EGR and 54 low fuel pump voltage. After clearing the codes, the car still drove bad without the SES light coming back on.

The car bogs when accelerating off idle or while driving at any speed when I step on the throttle. I have a steady 18psi fuel pressure when running. When I turn the key on with the engine off the pressure jumps to about 13 then quickly bleeds off to zero after the fuel pump shuts off. (I checked the pressure on the output side of the fuel filter.)

It has no power and sometimes will die when floored. There is also some detonation present.

Any Ideas?
