Fuel problem

After parking my car in the garage after my last fill up, I smelled some strong raw gas smell, and saw something that looked like it had leaked onto my rear diff (thought it was fuel). I have confirmed that what I thought was a fuel leak, is NOT. So I don't have a fuel leak, but still I smell raw fuel. Since that fill up, my fuel gauge is stuck on E. It used to work before the fill up. While driving it may move up a little but I have nearly a full tank and its suck on E. Then when coming back from the emissions place, a truck pulled out in front of me, I hammerd the brakes and when I went to get back on the gas, the car car started surging...eventually it caught and was able to drive it home.

I have found that a couple of my cars quarks lead back to something fuel related (I think), but i'm not sure what in the fuel system is creating them. I have new fuel injectors, FPR (napa, non adjustable), o rings, and fuel filter. All in less than 500 miles.

Some problems I have that seem fuel related are:
I have posted before my hard starting problem. It cranks for about 3 seconds, it catches, then the RPMs drop really low and then they shoot back up and it idles fine.
I have what looks like a miss (rpms surge up and down about 50 rpm at idle)
When shifting from P to R or D to R my RPMS drop really low for a second, sometimes into the 400rpm range or lower
Going from cruising to then WOT, there is a hesitation before the car takes off.
From a stop, if I floor it, I get only a slight squeel from the tires (350tpi/3.45 gears) I should be able to burn them like crazy.
Sometimes parked idling on a down incline the car will surge.
Rarely if the car is hot and I shift from P to D it will stall. It did that to the guy when he was testing my car for emissions
Terrible gas mileage (9mpg) I have a heavy foot, but come on.

Here is the Fuel pressure readings:
Prime: 38PSI
Then bleeds off REALLY quickly to 19PSI ( and stays there) without starting the car in about 30 seconds.
While Cranking: 38PSI
Idle with vac hooked up: 31PSI
WOT (in park) vac hooked up: 40PSI
Idle with vac unhooked: 40PSI
WOT with vac unhooked : 40PSI
The FPR does NOT leak at all with the car priming and the vac unhooked

Can I have a weak pump?

Any help would be appreciated, I don't know what else to check?

No ideas? Ive been searching all weekend and picking some "mechanic" friends brains at work, I would like to hear from some people who are farmiliar with third gens before I go throwing money at it?
