WEIRD PROBLEM: Car only ever backfires and stalls violently after emissions tests

Hi guys sorry for the long post just wanted to give you all the information up front.
Im having trouble passing emissions, failed 3 times now. I've tried a couple of different tricks and came very close to passing but still keep failing. I've tried methyl hydrate etc. and have not had any success. Recently i've replaced plugs, wires, cap, rotor, fuel pump, fuel filter, alternator, O2 sensor etc. Basically the only thing i have not replaced is the distributor itself, and i have not checked the timing. I got headers and 3 icnh cat back, for the first two tests it had a high flow cat and failed, so for the last test i put a stock cat on it, and it fails hydrocarbons by a little bit.

The strange thing is, when i go for a test they hook up the machine to the tailpipes and run it on the dyno. They finish the test tell me i failed and i drive away, when i drive away, the car will start to horribly backfire and stall out. I cannot get it to over 2500 rpms and it will back fire stall out and shut off. After a little while of sitting i'd say 30 mins to an hour it will run fine again. It will never do this any other time, only after emmissions testing.

Im assuming because the hydrocarbons are high, and its stalling out that its probably running rich or something. I cant figure it out and dont want to keep throwing money at it. Ive adjusted the IAC before and am wondering if its not correct and i should readjust it. I'll by a timing light this weekend and check the timing, i dont mind figuring out the bigger problem later, but i need it to pass emission this weekend. Would to advanced timing make it run rich? If i retard the timing would that help? should i readjust the iAC just in case its not totally correct? Any idea why it backfires, the only other thing i read was a faulty gascap might even cause it?

how about your injectors? mine did that when i first swapped to tpi and i didn't know how bad the stock injectors were. mine wouldn't go over 1300 rpm during its hiccups. zero power to even go 15mph. ohm them out. anything under 15.5 ohms hot is on its way out. they stick open and you get unburned fuel therefore failing an emissions test. if enough are acting up itll make the car undrivable.
