Muffler or even a nice 3" cat back first..then headers.Until you get more mods on the motor don't worry about the MSD ignition boxes, just make sure you have good quality products in your stock ignition system.About the only thing in the ignition I would recommend upgrade (eventually) is to the MSD HEI coil, well worth the money.Do the exhaust first though.

I'ld save up the extra and buy the whole exhaust

Get the whole exhaust at once.
Think about it, when you just buy a muffler, you have to get the old on off, which usually requires cutting the d@mn thing apart. Then its a PITA to get back on the new muffler. Then you go and crimp the new muffler with the clamps, which makes it almost impossible to get back off and get the new exhaust pipe back on when you replace the whole thing.

Dynomax has a header y-pipe combo that you can get for $200. (2 1/2" pipe). A 2 1/2" intermediate pipe from Walker isn't more that $100. (assuming you junk the cat.)
and the 80 series Flowmaster should be less than $90. We are still under $400. and almost did the whole thing. Makes sense, eh?
All that you need to do then is salvage your old tail pipe or spend $50 and get 2 1/2" new ones.
This will liven up your car and make it sound D@mn good.

Now if you bear with me. This would be the most intelligent plan of attack to wake that car up after you save up money again.

Then your next plan of attack would be the Intake. (you freed-up your exhaust to let more air go through. So now your biggest restriction in power is how much air isn't making it into your exhaust.
This includes changing you stock air cleaner to open element or dual-snorkle type to let that intake get that extra air.

After that is done, the heads will be next in line.
then the throttle body itself, goto a 670holley or something compairing. Followed by a custom computer chip designed for your specifics.
last but not least, the ignition system.

buy a cat-back exhaust, then headers, then lots of other stuff before the ignition. You will see less of a gain with the ignition than anything else.
