I am always sketchy about buying a component with moving parts from eBay. You have no way to inspect it before purchase, and living outside of the country will mean that you are going to have to pay pretty hefty shipping charges, plus maybe customs duties. I'm not saying definately don't do it, just be careful. I would check the seller's feedback and see what others have to say. If the feedback is bad or nonexistant I would shy away.
A GM crate engine comes with a warranty, that you know will be honored. My family's business used them for years in our trucks. We only ever had one fail, and that was due to my own stupidity. GM replaced it no questions asked, and even paid for the removal, installation, and tow bill associated with it.
