Valve Covers

Is it street-legal to use the GM performance parts Chrome valve covers? They have PCV baffles but no oil opening (like to let oil in and stuff)

There is no legality on valve covers. Just a PITA to put oil in.

Technically, there is no legality with valve covers. But if you buy some that dont have the same provisions as your stock ones, such as for the PCV system, than that is illegal.
