Ok I came here for help. I have a 89 iroc 5 speed. That's been sitting in the garage for 23 years. Hasn't been touched. Should I just buy a new motor or have this 1 redone ? Or should I just upgrade it to the 350 ? Let me know what u think. Thanks

I'd start by changing all the fluids, firing it up and give 'er hell! Drive it! Then start to make a plan.

Change all fluids, make sure there's nothing mouse related in the intake. It's ok to run the engine with no air filters for a little while if you need to.
Check for smoke when you hook up the battery.
A lot of people like to pull the plugs and shoot some penetrating oil into the combustion chamber and turn the engine over by hand a little to feel for hangups. Pull the valve covers and give each valve a whack to make sure they won't get stuck in the guides. Don't try to run it on old gas.

Should I replace the gas lines or just blow them out. I was definitely going put a new tank in. And change the oil and plugs. U think the starter and all that stuff would still work ? Or just replace the fuel pump and tank and try and fire it up after spraying some wd 40 in the cylinders and letting it set a few days ? I'd like to use the motor in it cause it's bone stock 66k mile motor. I just don't know we're to start really. Thank

Just recently got my RS back on the road that hadn't moved since 2006. Put a battery in it and see if it'll start. That'll tell you if the engine is locked up, if the starter works, if the fuel pump works, etc. Work from there.
You could fog the cylinders, or jump ahead to putting in a new fuel pump and tank, drain the fuel lines, etc, but you'll probably end up doing more work than you really need to do. In my case, after sitting so long the fuel pump was locked up. A new pump would have got it running, I opted to swap the tank because it had a lot of corrosion on the inside. The gas had Stabil in it when it was parked, and added every year, and while it was stale it ran fine in another vehicle. Had the pump worked, I could have likely topped off the tank with fresh fuel and just driven the car and let the strainer in the tank and the filter in the fuel line do their jobs.
The bigger issues come when you actually start driving the car. Sway bar end links gave out on the first drive, VSS went out on the second drive, I'm sure other things will pop up as I continue to drive the car.

Fuel lines will probably be ok with a blow out. You'll have to turn the key to find out whether anything electrical works and then troubleshoot from there. The wd40 soak is a good idea, sticky valves will wreck your day if you don't pop the valve covers and check them though. There's a good chance the engine is savable if you do a thorough job checking everything.
