Paint Problem

When I bought my '86 Camaro, I thought it was a little dirty, but little did I know, it's water spots that have dried in the paint and I can't get them out. I found out why when I went to wash it. Whenever you spray water on the, it runs off and dries extremely quick. So when you put soap on it, it will dry before you can rinse it. 2 owners ago painted it and I think he just painted it in his backyard becuse it only looks good from at least 20 feet away. I don't think there is a clear coat on it either. I don't know what he put on the finish but it's really hard to wash. T-Tops and all windows are the same way. Can't hardly get those clean either. What can I put on the entire car to get the spots out and get it to where I can wash it?? Is there anything without having a clear coat on the paint?

well I can help with the windows, use some 00 steel whool and it will take what ever is on the windows off. Trust me works great with clear coat. I use that on my glass t-tops everytime I clean them and the window and the come out so clean and sparkly. You might want to try and use a claybar on the paint to get most of the contaminants off the car then try a good coat of wax. maybe 2 coats. I have never had taht problem but sounds like you may need a good compound and polish also. so you might be looking at $120-$150 for the compound and polish or do it your self if you got the tools.
