Removing brake dust

I have a 89 T/A with the wheels that are full of small openings. The front wheels collect a lot of brake dust and no matter how I've tried to clean the wheels, there's some spots I can't get off. The only good thing is the spots are in the holes and not on the front surface. Anybody have any good cleaners to suggest?

Buy a good set of brake pads and they will not throw of that much
dust. I am using PF Z-rated pads on all for corners and my wheels look like the picture and have not been cleaned after three weeks of driving.
