Use some paint thinner on a rag and wipe it on and off with a clean rag that doesnt have thinner on it. Use a little bit at a time so you dont end up messing with the engine bay paint.

over spray

Is the black spray bopmb or is it a catalized coating? I am going to assume the whit is spray bomb. If the black is too the thinner will smaer it. You might try Duponts 3919 or equal. It is a prep solvent very mild, but it will remove sray paint and if the black is older it might not take it too.
