Removing rust from part on trunk

Hey I would like some input to get rid of the rust around the area in the pic. My thoughts are to raise the trunk, and tape around everything that could possible be covered in paint. Then use a dremel to remove the rust, and some acid if necessary.

Once all the rust is removed I plan to use primer in a spray can.

After the primer is dry, is it ok to spray the entire thing? Do I need to remove all of the paint?

Why not just use sandpaper to remove the rust?

I don't quite understand what you're asking in the last question either?
