painting ground effects

Hi jus picked up a a used ground effect . Its green my cars black. i did a search No luck. Should i wet sand An than use plastic primer? if somone has a link that would be cool.Thanks

why wet sand before primer? just use some fine grit paper then primer it the fine sand again then shoot it and then wet sand and buff.

I jus hit with some 180 primed it an jus put on.
