How do I fix a bad detail job?

At some point my car was detailed with a clear gloss spray. It's on the inside plastic as well as underhood plastic and rubber. It looks like hell. I have tried simple green and it removed some of it, leaving a blotchy look. What else can I do to remove all of it without damaging the plastic or rubber?
