Tail light black outs

Do the break lights show through black outs? Are black outs street legal?

You can't see mine for *** in the daytime. But I've got some pretty dark tint. The LED's aren't generally as bright as the bulbs too.

I used to have the GTS Carbon Fiber Look tail light covers.
Light would shine through easily, day or night.
The light would show through in a GTA like grid pattern. I'm not sure if they still make them though.
Some idiot tried to steal them and cracked em even though they had modified torx screws holding them on. Now I have even more "speed holes" in my car and no blackouts.
VHT nite shades paint or the red tail mod is better though.

When some idiot rear ends you no doubt they are gonna say they couldn't see you brake lights.
